The Trump administration wants to change the way the census counts troops and prisoners: rather than count them at home addresses, it would count them at bases and facilities, thus boosting population counts (and representation) for conservative districts:

John Kelly was told several weeks ago that the FBI would deny full security clearances to multiple W.H. aides who had been working in the West Wing on interim security clearances.

One aide, a senior administration official tells Politico, was Rob Porter.
